Thin skills, sharp tools — model-agnostic agent orchestration

I rebuilt my Codex-only orchestration skills into a model-agnostic thin skillset: three short guides that state intent (compass for settling direction, relay for bounded delivery, cairn for continuity) and two CLIs that carry every mechanic (decision-shelf for durable decision records and executable specs, delivery for checks, receipts, and lanes). Each skill stays under 400 words, test-enforced. One marker-backed bundle installs across Claude Code, Codex, and any future harness, and the installer's doctor audits the whole installed inventory for oversized skills.
